By introducing an electrical charge to water, the introduced electrons increase the energy level of the water at the atomic level, giving the water molecules enough energy to break apart into positively charged hydrogen atoms and negatively charged oxygen atoms. The positively charged hydrogen is then attracted to the more negatively charged anode of the circuit/ object introducing energy, while the oxygen is attracted to the more positively charged cathode.
