How does moisturiser work?

Rinsing dry skin with water does no good. What does a moisturiser actually do to dry skin to make it better?

Most moisturizers contain both humectant ingredients and occlusive ingredients. Humectants provide hydration to the upper skin. Occlusives then create a barrier to lock that hydration in place to be absorbed. If you just splash water on your face, it will just evaporate. Occlusives help slow down that evaporation so the humectants can be absorbed.
