Rinsing dry skin with water does no good. What does a moisturiser actually do to dry skin to make it better?

The surface of your skin is dry because it is lacking *oil*. Your skin is waterproof.
Moisturizer is oil. Soaking up the oil brings your skin back to how it’s supposed to be.
