How does one get a beer gut/belly?

Is it due to the carbs in the beer, or the gas? How does it translate to the belly, and not anywhere else in the body (e.g. strong jawline with a beer belly is a possibility) And by extension, can the same effect be achieved with another drink, or is it unique to beer?
