Lack of sleep => Strained eyes due to constant usage => blood vessle dilates.

Its not that blood is rushing to your eyes, the blood vessel is always there, however, under normal circumstances, it’s only noticeable when you get close. However, when stressed or super tired. The blood vessel expands, making the eyes overall reddish.

Sleeping refreshes the eyes thus returning the vessles back to their original width.

This is all assuming you didn’t pop a blood vessel and your eyes didnt actually get blood covered.
