Let’s start basic. Air is a thing, and it has mass. It takes energy to push air out of the way; this is true if you’re walking, bicycling, or driving a truck.

The energy it takes to push air out of the way is energy that’s not being spent to make you move. So, if you can take advantage of the fact that the person or vehicle ahead of you has already pushed a mass of air out of the way, you can conserve energy that you would have otherwise had to spend to move that air out of the way again.
