How does the body know where food vitamins go?

For example beets are good for the blood because of vitamin A. How does the body know to send it to the blood and not like to the brain or the skin or the intestines?

Your body doesn’t “know” where anything goes. Things just circulate throughout your whole body through your bloodstream.
