How does the “Chinese Room” in the Turing test work?

It is a thought experiment that tries to analysis whether symbol manipulation counts was thoughts.
If I’m in a locked room and you write a message in chinese and passes it through the door. A few minutes later, I pass back a slip with a message in chinese. You would then conclude that I understand the message.
Now from my perspective, I have a huge book of instruction that tells me what character to write when I receive certain characters in the message. E.g., using an english example, if I see the words what, is, your name, i write back my, name, is, TTN. If I’m following instructions and can’t tell you what any of the chacters/words mean. Did I actually understand chinese?
