to be fully honest, we dont exactly know. That’s why there’s so much debate around it. Tons of sources say yes, they can, but other sources say the opposite. We do know that fish have a relatively small reaction to being poked, prodded, and stabbed, but we dont know if that reaction is because of physical pain or an autoresponse to the prodding.
