Inflammation stimulates cell growth, the pain, and itching of a wound as it heals attracts white blood cells to the area, and causes cells to grow back.

There are several diseases that are caused by cell growth, once the wound is healed. Cancer being one of them.

Not positive on the answer to what chemical signal is sent, but this is how my doctor explained what my psoriasis was doing, it just never stops ‘healing’ the damaged spot so you get a buildup of flaky dead skin cells as they’re frequently replaced with new ones.
