How fractions and decimals read in languages that speak the lower digits first?

For example I believe in German they would say four and twenty instead of twenty-four. What are the differences for fractions and decimals?

Dutch has same way. And if the fraction is like 4.5 you just say “four and a half”. For more complex numers, like 24.57582, you’d say twentyfour dot five, seven, five, eight, two.
