How is flat-towing safe?

I’m on vacation and I’ve seen tons of full size RVs pulling large SUVs and cars behind them with all 4 wheels on the ground being pulled by under the front bumper. What’s preventing the front wheels of the car-in-tow from turning out a little and making it sway like crazy or disconnect?

Proper front alignment. The wheels on the front of the car have a few degrees of toe-in so that if it’s rolling forward the wheels return to center. That’s the reason your steering wheel straightens out on it’s own if you let go of the steering wheel during a turn.
