How is flat-towing safe?

I’m on vacation and I’ve seen tons of full size RVs pulling large SUVs and cars behind them with all 4 wheels on the ground being pulled by under the front bumper. What’s preventing the front wheels of the car-in-tow from turning out a little and making it sway like crazy or disconnect?

The car is in neutral, which allows the wheels to easily turn to the path of least resistance; the direction it’s being pulled from.
