Glass is tempered by cooling quickly and carefully so that the glass is under internal stress throughout the sheet. When it is broken, all the stress is released at once breaking it into many small, less dangerous pieces.
Laminated glass is made by gluing a clear, tough but thin layer of plastic between two sheets of regular glass. When it is broken, the sticky plastic holds all the sharp pieces of glass together.
Tempered glass normally has to be cut to size before tempering, laminated glass can be cut after manufacturing.
