Japan’s constitution was written post WW2 and includes clauses that forbids it from having an offensive army.

So instead Japan has a ‘Self Defense Force’ which is nominally just like any other Army, Air Force, or Navy, with the exception that it is technically illegal for the Japanese to declare war and attack anyone.

Japan is perfectly capable of defending itself from attack with state of the art military hardware, and being a member of NATO means that the likes of the US, Australia, Canada, UK, France, etc would come to their aid. The US also maintains permanent military bases on the islands of Japan.

But if they were sufficiently motivated there’s nothing really stopping them from just amending their constitution… they just haven’t.
