Not a botanist but I’ll give it a shot. Different genetic strains have different amounts, so if you take all different seeds but subject then to identical growing conditions, they’ll have differing levels.

Next come environmental factors that can contribute, amount of light etc. Some strains in Alaska were found to be more potent from the odd day/night light exposure patterns.

And then there’s competent use of soil and nutrients to maximize growth and production of desired traits.

Thc levels may differ even between 2 plants of the same strain.For example plant A might develop roots faster than plant B or wider or just sucking up more water because it growth on a better spot.

Sunlight (or artificial), wind, bugs, nutrients, just few examples but everything can alter the final result.

If you think about it even Siamese twins can have some little differencies, so 2 plants from 2 different seeds (same strain) will never be 100% equal.
