How is my phone able to turn my TV on?

Example:

1. My TV is initially turned off.

2. I cast Netflix to my TV via Chromecast.

3. My TV turns on.

Is my phone sending the signal to turn the TV on, or is it the Chromecast that does that action?

What’s the network protocol being followed here?

basically even when your TV is off, it isn’t completely powered off. it’s just in a state that’s has circuitry powered on waiting for a command to turn the rest of the TV on. that command can come from the remote control sensor or from one of the devices that’s connected to the tv.
