How is my phone able to turn my TV on?

Example:

1. My TV is initially turned off.

2. I cast Netflix to my TV via Chromecast.

3. My TV turns on.

Is my phone sending the signal to turn the TV on, or is it the Chromecast that does that action?

It’s your Chromecast turning your TV on.

There’s a feature of HDMI called CEC (consumer electronics control). This lets HDMI devices control each other.

The specific command it’s using is

>**One Touch Play** This allows devices to switch the TV to use it as the active source when playback starts.

Most manufacturers have their own name for CEC, such as Anynet+, Bravia Link, Viera Link, etc
