How would have Pangea been formed when modern day maps show the tectonic plate borders expanding over the land?

Shouldn’t the borders have collided to stop the land from touching?

https://en.wikipedia.org/wiki/Divergent_boundary When two plates move away from each other, Magma rises and creates new crust.

The Earth’s crust is constantly recycling itself.
