Water has an interesting molecular structure, with a slightly negative oxygen atom, and 2 slightly positive hydrogen atoms. The hydrogen atoms are not straight, but bent to one side. This makes it difficult for solid ice to form a simple structure of alternating positive and negative charges. As a result, there are many competing complicated structures that are stable at different temperatures and pressures. Ice VII is one of them, that is stable at moderate temperatures and high pressures.
