– if a website says duties are included in the prices, does that mean you don’t have to pay a customs fee when the item enters the country?

This is in the context of the UK. Back home the customs threshold was way higher so I never had to think about it, but since moving to the UK I’m a bit confused about it. Say I order a £200 dress and it says duties included, does that mean I won’t have to pay the customs duty when it enters the country as it was included in the initial price?
