If certain species of shellfish (like sea urchins) or fish (like lion fish) are invasive, why are there daily limits on them? Why can’t we just harvest them to extinction?

As far as I can tell, there isn’t limits. there still might be licensing or other restrictions required (like a fishing liscense), but there typically isn’t daily limits. I know someone who designed an automated trap for lionfish in florida, it’d only trigger for lionfish and not other types of fish.
