If certain species of shellfish (like sea urchins) or fish (like lion fish) are invasive, why are there daily limits on them? Why can’t we just harvest them to extinction?

In my state, Florida, there is no limit on lion fish. The state wants them fished out of our waters. They are incredibly bad for Florida’s ecosystem. I have tried spearing them myself. Interestingly enough right now till about the last of September there’s a lion fish catching tournament, with prizes and tiered rewards. The only thing is you have to have a fishing license but that’s easy to get.
