If hot air rises, why is all the snow on top of mountains?

Because hot air also cools down as it rises, it does not stay hot forever. Additionally, hot air rises because it is less dense than cold air, however, the higher up you get, the less dense *all* the air is, so eventually the plume of rising hot air will reach a point where it is the same density as all of the air around it, and can rise no further.
