if it was possible with with a device to slice the earth clean in two what would happen to the two halves?

Depends how thick the slice is. If it was very thin then as the other comments have said nothing would really happen. However if you took a solid 1m slice out of the center of the Earth then the two halves would slam into each other with enormous energy.
