Men are used to different hormone levels than women. Women have more estrogen than men without experiencing the side effects men associate with high oestrogen. Partly because women use the excess estrogen for things men can’t (like regulating menstrual cycles), and men use the testosterone for sperm creation.

Women can suffer from low testosterone. It can cause fatigue, lack of concentration, sexual issues including decreased desire and trouble reaching orgasm.

Yes they do. However, the normal range for how much T one should have is different for men and women.

There is still a lot of studying to do on how the brain processes chemicals, but yes, we know that gonadal hormones being out of balance from what the brain wants, both for testosterone and estrogen, can, and does, cause these issues in both cases. Postmenopausal depression is very common for this exact reason. And regardless of Gonadal sex, everybody needs at least SOME of both oestrogens and androgens. Fun fact, while not universal, most trans people report near immediate improvements in their mental health, anxiety, and depression after starting HRT. The degree to which this is due to bringing hormonal levels in line with what the brain is asking for as opposed to satisfaction of progress is something that still needs to be studied, but what little research there is on our brains definitely implies that it plays a role and in fact, may be one of the primary sources of dysphoria.
