In most places there are a number of factors.

People are having fewer kids.

Many people never made it to retirement age , they may retire early, they may die early.

There is a general need for more workers as the economy expands.

Theoretically, the economy expands, which creates new jobs.

But I feel we’re seeing the limits of that now, since job requirements are getting more and more demanding. Like an entry level job with entry level pay demanding a bachelor’s degree yet not paying enough to pay the student loans most people need to be able to get tjebdegree anyway.

Because those people still demand goods and services. Probably more if they’re still working. For example they’ll need a bus driver for their daily commute or someone to make a car and a mechanic to maintain it if they drive.
