Changes in a field are transmitted by the photon. Only the change, sorry if a way to update the world about the ones new motion and position.

So a magnet sitting there does not emit photons. If you move it, Shaker it, etc it does. However disturbances that occur on a scale we can percieve will only generate very low energy radio waves.

High energy radio waves have a frequency of 300 gigahertz. That’s billions of oscillations a second.
