In this case, “dry” is not being used the way you think it is. Dry has many definitions, one of which is:

> marked by matter-of-fact, ironic, or terse manner of expression

Dry humor is humor that is matter-of-fact or terse, rather than “free or relatively free from a liquid” (one of the other definitions). Just like how “blue” can mean the color _or_ the feeling of sadness, dry can mean different things depending on context.
