if you are ip banned from a website and then have your ip changed then what stops someone being assigned your old ip and not having access to that website?

They could tie it to your MAC address, but those can also be changed/spoofed. I’d assume they would use a combination of IP, geographic location, browser, and hardware.
Point is, banning is really just an inconvenience #dontbeatroll
