If you enter a mall at ground level, how are already at the second floor but there’s an exit/entrance at the first level?

The land is at a different grade at two different levels. Walk around the outside of the mall and you’ll go either uphill or downhill as the land’s grade changes. Maybe its hard to notice from the outside but that’s just what’s happening.
