In your example, not much difference. Both the vodka and the navy rum are extremely efficient alcohol delivery mechanisms, and the fact that the vodka has a little more water mixed in or takes a few more seconds to drink won’t change much.
Drinking 2 5% beers might be a different experience. They will deliver a lot more water along with the alcohol and (probably) take much longer to drink.
The alcohol percentage of what you drink doesnt matter at all except for how much it burns going down, the total amount of alcohol you drink over what time frame matters to how intoxicated you are.
Have a look into the ‘Standard Drinks’ system. How much it exactly represents depends on the country, but its a direct measure of how much alcohol a packaged drink contains so you dont have to do math to figure it out. Most countries define it around 10g/12.7ml of alcohol, which lines up to about how much an average person can metabolize in an hour.
