In your example, not much difference. Both the vodka and the navy rum are extremely efficient alcohol delivery mechanisms, and the fact that the vodka has a little more water mixed in or takes a few more seconds to drink won’t change much.
Drinking 2 5% beers might be a different experience. They will deliver a lot more water along with the alcohol and (probably) take much longer to drink.
