Typically utilities and roads first (sewer, storm drain, water, gas, telephone, cable.) Then buildings second. Hard to build the buildings if there’s no water to use.

I know they need roads of course, but I assume they need the sewage and drainage in place before that? At what point do post offices, utility companies and gas stations get built? Along with a hundred other things?

Towns develop organically… it’s rare that there’s a plan to build a 10k person town or 100k city.

Perhaps the closest approximation would be a large subdivision. They’d need to develop a master plan, determine what phases will be built when and then first determine the infrastructure, like water, electricity, sewers, gas and roads. They’d also need to determine things like rain drainage, abide by zoning or work to implement zoning to lay out lots and other features. Then they’d built out the infrastructure needed, survey the lots, etc. before starting to build and/or sell them.
