Is moving through the air at 50 mph the same force/resistance as 50 mph winds?

Provided that air is still, yes. If the wind is blowing as you’re traveling through it at 50mph it would vary by the difference between wind speed and travel speed.

Since the only important thing in this situation is your car and the wind, the only difference between the two situations is your frame of referance. One frame of reference is sitting still in your car, the other is following the wind. Since one can swicth between these reference frames by starting to move, these situations must be essentially the same.

Switching between moving reference frames does’nt change the situation due to a well known phenomenon called “we don’t know”.
