Net Nuetrality, and why does it matter?

I see that NN is back in the headlines, with articles stating that it’s “back”. To be honest, I didn’t even know it was gone in the first place. So I guess my main question is, did it actually make a difference in a practical sense?

In short:

It makes a difference for shaping culture, winners/losers, and gives options.

Just controls traffic speed.

Simple example:

Let’s ISPs just slow down access/traffic speed to websites they don’t like. If every page takes 5 seconds to load people will not spend much time on the site.

Another fun example:

Let’s say an ISP lowers all speeds to 80% but sells a service to boost to 150%. If I run a company I don’t want people to utilize (say insurance company), I am going to opt for the slow speeds and call and ask if I can go lower for a discount. Frustrate people out of filing claims for the win.
