On the road, why do we have speed bumps instead of speed grooves?

There are [examples](https://www.businessinsider.com/edeva-actibump-automatic-speed-bumps-sweden-could-stop-reckless-driving-2016-8?r=US&IR=T) of that but they are automated and expensive. Speed grooves would be alot harder to establish and maintain than just leaving a bit of tarmac on top
