some US States pay money for bottles and cans. Why doesn’t every state do this and why hasn’t the value of the bottles and cans been adjusted for inflation?

The money they give you is simply the deposit you paid when you bought the product. Some people turn it in and get the deposit back, some people recycle it and dont get the deposit back, some people simply throw it away.
