some US States pay money for bottles and cans. Why doesn’t every state do this and why hasn’t the value of the bottles and cans been adjusted for inflation?

The money you get for the bottles and cans is the deposit you pay when you buy the product. It isn’t adjusted for inflation because it doesn’t represent the value of the can or bottle, just the deposit.
