They’re not copyrighted because the artist decided not to copyright them. People making videos with no money can use these copyright free music in their works and the artist gets recognized more as more people snatch the song after hearing it for their content. These artists will likely have a Patreon or have some way you can donate money. They also might not be professional and just make music for fun.

YouTube has a very powerful bot that has a suppository of every song that is copyrighted and it can instantly listen to a video and compare every song quickly to see if there’s a trigger then it’ll file a claim on behalf of the content owner. You can avoid a claim by using copyright free music. Though sometimes even that can cause a trigger. Then you’d have the ability to challenge a claim and make YouTube look into it.

The ones who created those songs are usually not very known artists, that’s why they make their songs not copyrightable, so people can use them freely. It’s basically for advertising (if you can say so)
