I think it’s more about the gap between the resting heart rate and the anaerobic threshold (which is the highest heart rate that you can do sustained exercise). The larger the gap the better you can perform. So a lower heartrate normally means a larger gap, but many people have a high heart rate and a very high anaerobic threshold, which is better than a low heartrate and a low anaerobic threshold.
