If by Turbo Choke you mean exhaust brake, then it’s quite simple. When activated, an exhaust brake valve (a valve installed after the turbo) closes, introducing a great restriction to the exhaust flow. The area for exhaust to escape is much smaller, which restricts how much power the engine makes. When going downhill, an exhaust brake keeps the engine at a specific RPM. A truck going downhill in neutral will continue to accelerate, even with an engine brake on. A truck going downhill in the correct gear will slow down with an engine brake on because the brake keeps the drivetrain from running away due to gravity or momentum.
