A turbocharger being choked means that the resistance from the valves rises just as quickly as the turbocharger can increase its pressure. Basically, once you reach choke-condition with a turbo, engine power will no longer increase with higher RPM, torque will trop off and eventually the turbo will run fast and hot enough to destroy itself.
