I recommend you listen to this podcast/NPR interview—it answers your question (same answer others here have said, about wanting to mind control enemies so they will tell you everything you want to know, and to mind control people to do what we tell them to do) but it goes into a lot more detail and is a great listen.

I assume you’re talking about projects like MKULTRA and MKNAOMI? These were essentially mind control experiments. The idea was to develop super spies for the U.S. that could resist interrogation, torture and “brainwashing”, while simultaneously developing techniques to interrogate, torture, and “brainwash” people considered “enemies”.

It was to be used as a weapon against your enemies, as well as a weapon against your citizens. They were mostly mind control experiments so I’m sure you can imagine why the government would be into that. An obedient population and the ability to better interrogate or sabotage other nations.

If you’re talking about MK-ULTRA, they were done because the CIA wanted to experiment with mind control and developing better interrogation techniques to get information from spies.
