Your eyelids and eyebrows are muscles just like others, and they’re pretty damn active just about all the time you’re awake, so they experience fatigue when you’re tired, even if it’s low emotional energy or depression fatiguing you. Sickness, allergies, and even sun damage can swell your eyelids which can give you that sensation without much relief when you do close them. Some people also just get that sensation a lot easier because of the shape of the skin around their eyes.
