How incognito does it really make us?

It’s a bit of a misnomer – it doesn’t anonymise you at all. What it does do is create an isolated browsing session from which things don’t (shouldn’t) escape – anything you do in that session should be lost forever once it’s closed (edit: as far as things local to your own computer are concerned).
