What happens after dye pack explodes? Does the dyed cash go into trash? If so, does the bank replace and restore the same amount of money?

The bank can easily have that cash replaced by the federal reserve bank as with any other damaged notes.
The key point is that if a random customer comes in with a stack of banknotes damaged by dye, that might be a pretty huge red flag that they might be involved with something.
