Assuming you mean financial _statement_ review, it is a basic review of the company’s financial statement by an accountant to ensure that the appropriate accounting standards (GAAP or IFRS) were followed. It isn’t a full blown audit, where the validity of the numbers themselves are checked (and thus provide assurance that they financial statements are accurate) but rather just an assurance that the proper accounting procedures were followed.

It is the middle ground between a compilation (which is just a presentation of the statements) and an audit (which is a very exhaustive process to ensure accuracy of the statements).
