I will give an explanation using the widely accepted definition of these terms, but they are often exchanged.

VLANs connect physical clients together as if they were in a LAN, even if they are in different locations and on different physical networks.

Virtual networks connect Virtual Machines together in a completely virtual environment where both the clients and network are virtual.
