Your vocal folds are controlled by muscles. To produce sound they must rapidly connect and disconnect as air flows past them, creating vibrations that produce sound. A “crack” is simply a small interval of time where the disconnect part of the cycle is prolonged then suddenly re-connects as the singer or speaker is attempting to engage the muscle to change the pitch of their voice.

Some singers or speakers have more control over this process than others, just as some saxophonists have more control of the “color” variations in their instrument’s sound than others. It requires practice and practice and more practice.
